| Resumen: | El trabajo busca responder la siguiente pregunta: ¿En qué medida los distintos enfoques de protección social, plasmados en los sistemas de Argentina, Brasil y Chile, a través de sus programas de transferencias, contribuyen a la cohesión social? Para intentar dar respuesta a este interrogante, el trabajo se estructura, luego de una breve introducción, en cinco capítulos. En primer lugar, se presenta el marco conceptual y analítico que guía el trabajo. Allí se introducen los conceptos de protección social (y sus diversos enfoques) y de cohesión social, así como también se introducen los PTC y presenta el esquema lógico detrás de este trabajo. En segundo lugar, se aborda el caso argentino, describiendo a la Asignación Universal por Hijo (AUH). En ese capítulo también se realiza un recorrido sobre los antecedentes a la AUH en materia de situación social y de políticas sociales pre-existentes. Se concluye haciendo referencia a los enfoques de protección social presentes en esa política y su contribución a la cohesión social. Los capítulos tres y cuatro imitan este esquema para los casos de Brasil (con el Programa Bolsa Família) y de Chile (con el Programa Puente del Sistema Chile Solidario). Finalmente, en el quinto capítulo se presentan las conclusiones del trabajo. The work seeks to answer the following question: To what extent do the different approaches to social protection, embodied in the systems of Argentina, Brazil and Chile, through their transfer programs, contribute to social cohesion? In order to try to answer this question, the work is structured, after a brief introduction, into five chapters. First, the conceptual and analytical framework that guides the work is presented. There, the concepts of social protection (and its various approaches) and social cohesion are introduced, as well as the PTCs are introduced and the logical scheme behind this work is presented. Secondly, the Argentine case is addressed, describing the Universal Child Allowance (AUH). In this chapter, a tour is also carried out on the background of the AUH in terms of the social situation and pre-existing social policies. It concludes by referring to the social protection approaches present in this policy and its contribution to social cohesion. Chapters three and four imitate this scheme for the cases of Brazil (with the Bolsa Família Program) and Chile (with the Puente Program of the Chile Solidario System). Finally, in the fifth chapter the conclusions of the work are presented. |
