520 3 |a This research study addresses the process for evaluating the proposals submitted to the Legislature of Puerto Rico Special Joint Commission on Legislative Donations. The process of evaluation is of vital importance when considering that between the years 2009-2014, $125,839,000 where disbursed to public, semi-public, and private non-for-profit agencies (NGAs). From this total amount, $70,655,895.00 were allocated to public, semi-public, and private NGAs which services and activities promote the development of social welfare, education, and healthcare programs. The process of evaluating the proposals submitted to the Commission was the object of the study, while the units of analysis were: Three Senators and three Representatives members of the Commission, the Commission’s Executive Director, and three analysts from the Commission, and three representatives from the custodial agencies. Our findings suggest that the process for evaluating proposals in the Commission solely consists of verifying the documents required by Law 258 (December 29, 1995). The evaluation process receives very little attention, focusing only on fiscal aspects. The NGAs receiving these funds—some of them recurrently— are not evaluated. We found that some of these NGAs have been receiving funds for over 10 years, and the impact of their services and activities are still unclear. Our findings were used as the basis for providing recommendations to the Legislators, analysts, scholars, and social work practitioners. Evaluation is an invaluable tool for a transparent and accountable democracy.
