520 3 |a The WIDA ACCESS assessment is an English language proficiency test that measures students’ academic English language skills. English language proficiency is essential for 21st century learners as students need to speak, listen, read, and write in English to become effective future employers in the United States. This dissertation sought to describe and compare the overall ACCESS scores for 191 fourth grade Spanish-speaking Multilingual Learners enrolled in a One-way Developmental Bilingual Education Program, a Dual Language program, or ESL classes in 2019, 2020, 2021 and 2022. These students were enrolled in one of four Central New Jersey urban school districts. These districts comprise of 40% of Multilingual Learners in their K-5 student population during 2019-2022 academic school years. Data were collected from their WIDA ACCESS for Multilingual Learners assessment who were in either the Dual Language Program, the One-way Developmental Bilingual Education Program, or the English as a Second Language Program. The study analyzed the districts’ current Spanish-speaking fourth grade students’ ACCESS scores to determine if one bilingual program model produced higher English proficiency results than the others. The results showed that there were greater gains for Multilingual Learners who are taking English as a Second Language program only
