The research study examined national and federal actions which served as the bases for the initial implementation of Second Language Programs (1880-1998), historical sequential activities in Nevada that contributed to the implementation of Second Language Programs in the state, and the sequential activities that specifically dealt with the development of Second Language Programs in the Clark County School District (1968-1998). Included in the study is an historical examination of these sequential activities and the time periods in which they took place.
