520 3 |a Workplace learning programs have been promoted and implemented to improve secondary career and technical education. While workplace learning programs are claimed to have many benefits, workplace learning programs should be opportunities where employment-bound students can prepare for quality employment, most of all. In addition, workplace learning programs should provide a channel for secondary CTE programs and employers to share information, therefore, improving employment-bound students' transition to work. This study examines the effect of workplace learning programs on student placement outcomes of secondary CTE programs. The research questions of this study are following: (1) To what extend did students in secondary CTE programs participate in off campus learning programs? (1.1) Is there a difference in the level of student participation in off-campus learning programs between AVTS CTE programs and comprehensive high school CTE programs? (1.2) What are the student participation rates in off-campus learning programs by areas of study? (2) What are the student postsecondary placement outcomes of students in secondary CTE programs? (2.1) Is there a difference in the student postsecondary placement outcomes between AVTS CTE programs and comprehensive high school CTE programs? (2.2) What are the student postsecondary placement outcomes by areas of study? (3) Is the presence of off-campus learning programs in a CTE program associated with its student postsecondary placement outcomes? (4) What is the effect of the off-campus learning programs upon the student postsecondary placement outcomes of the secondary CTE programs? The subjects of this study are secondary CTE programs in Pennsylvania. This study utilized two sets of data collected by the Pennsylvania Department of Education. This first set of data is on off-campus learning component enrollments in CTE education programs. The second set of data is on the postsecondary placement status of the completers of the secondary CTE programs, from which the first set of data was collected. Only the programs that provided both types of information are included in the study, therefore, a total of 2,012 secondary CTE programs in Pennsylvania comprise the subjects.
