Desarrollo sostenible y participación de organizaciones sociales en políticas activas de empleo. Un análisis crítico desde el enfoque seniano y foucaultiano

| مستخلص: | El artículo parte del objetivo 8, de la Agenda 2030 de desarrollo sostenible, para cuestionar, en primer lugar, la coherencia interna implícita en el discurso de este objetivo, que condiciona el trabajo decente al mercado y al crecimiento económico. Para ello, se hace referencia a indicadores contenidos en el objetivo 8 en torno al mercado, sustentando el análisis con la ayuda de otras investigaciones, e interpretando el discurso a partir del concepto de racionalidad política de Foucault. En particular, se destaca que en normativas recientes de políticas activas en España se incluye el objetivo 8 entre sus pretensiones, lo que significa un importante reto para las organizaciones implicadas en estas políticas para contribuir a que los colectivos desempleados vulnerables accedan a trabajos decentes. Esto lleva a la segunda cuestión, el análisis de la coherencia externa entre el discurso normativo y la realidad de estas organizaciones. Frente al reto que se les presenta, las organizaciones se enfrentan a limitaciones en respuestas a las necesidades de estos colectivos, como evidencian algunos investigadores mencionados en el texto. Por último, se subraya la importancia de las capacidades colectivas entre las organizaciones, definidas a partir del enfoque de capacidades, y destacando por qué deben disponer de más espacios de libertad para la toma de iniciativas que contribuyan realmente a establecer mejores condiciones laborales y/o de vida para estos colectivos, en aras de un verdadero desarrollo social sostenible. This article begins with Goal 8 of the 2030 Agenda for Sustainable Development to question, first, the internal coherence implicit in the discourse surrounding this goal, which conditions decent work to the market and economic growth. To this end, it refers to indicators contained in Goal 8 related to the market, supporting the analysis with the help of other research and interpreting the discourse based on Foucault's concept of political rationality. In particular, it highlights that recent regulations on active policies in Spain include Goal 8 among their aims, which represents a significant challenge for the organizations involved in these policies to help vulnerable unemployed groups access decent jobs. This leads to the second question, the analysis of the external coherence between the normative discourse and the reality of these organizations. Faced with this challenge, organizations face limitations in responding to the needs of these groups, as evidenced by some of the researchers mentioned in the article. Finally, the importance of collective capabilities among organizations, defined using the capabilities approach, is emphasized, highlighting why they should have more freedom to take initiatives that truly contribute to establishing better working and/or living conditions for these groups, for the sake of truly sustainable social development. |
