La percepción del agua como fuente de catástrofes, tanto por las inundaciones y las enfermedades, fungió al mismo tiempo como espacio central para el desarrollo económico y social mediante los usos agrícolas, industriales y domésticos ejercidos al agua. Las concesiones permiten ver esa dualidad entre el temor al agua versus su utilidad y beneficio, y cómo el Estado determinó domesticarla. La discusión estriba en conocer si las concesiones de agua lograron garantizar el acceso al recurso por parte de todos los ciudadanos, y las implicaciones ambientales en ese intento. Watercourses were spaces of both divergence and convergence. The perception of water as a source of catastrophes, due to floods and diseases, simultaneously coexisted with its role as a central element for economic and social development through agricultural, industrial, and domestic uses. Water concessions reveal this duality between fear of water and its utility and benefits, and how the State sought to control it. The discussion revolves around whether water concessions succeeded in guaranteeing access to the resource for all citizens, and the environmental implications of this endeavor. | |
