520 3 |a The General Appropriations Act, Senate Bill 1, Article III, Special Provisions, Section 45, 89th Texas Legislature, Regular Session, for the 2026-27 biennium directs the Texas Higher Education Coordinating Board (THECB or Coordinating Board) to submit an annual report that presents the goals and practices of Texas public general academic institutions (GAIs)/public universities to improve the transfer experience. Originally mandated by the 81st Texas Legislature, this annual report outlines the efforts of Texas public universities to increase the enrollment, success, and persistence of Texas community college transfer students. Specifically, the report provides comparative data for two populations: community college transfer students and students who started at a public university as freshmen and continued to graduate. The THECB also provides recommendations to further improve Texas students' transfer experiences.
