Résumé:The comparative study of higher education in the People's Republic of China, analyzes the relationships between contextual factors with general and specific or compensatory policies (Project 211 and 985), which have allowed the advancement and regional and international recognition of the quality of a significant group of institutions of higher education, manifesting in turn, an imbalance in the development of higher education in the Eastern and Western Zone, as a reflection of the diversity of the country. Currently there are new specific or compensatory policy proposals ("Double Class" Project), which means another opportunity for new higher education institutions to achieve recognized levels of quality, as the country's higher education system develops, in a harmonious way, constituting a challenge at the level of the State and higher education institutions
